As per Institute of Sustainable Future (ISF) at the Sydney University of Technology (UTS), energy consumed for water heating is responsible for 1/5th of greenhouse gas emissions by Australian households. Hot Water Upgrades under VEU Program of VIC government

The anticipated 75% reduction in water heating bills will occur after installing an energy-saving heat pump hot water system. For Victoria state households, another incentive to upgrade is hot water (heat pump) rebates being offered by the Victoria government under the Victoria Energy Upgrades (VEU) program.
Victorian Energy Upgrades Program commenced on 1 January 2009. Since its inception, the program has delivered low-cost, energy-efficient appliances and equipment upgrades to over 2.4 million households and over 170K businesses in Victoria.

The upgrades have helped Victorians save millions of dollars on electricity bills while reducing their carbon footprint by over 80 million tonnes.

Under the program, accredited businesses (such as iPromise Australia) receive carbon credits on every replacement of an inefficient appliance with an energy-efficient one approved under the VEU program.
The new heat pump water heating system should:

Comply with AS/NZS 2712 standard
Meet performance rating as specified in AS/NZS 4234:2021 standard.
Use refrigerant that has a GWP (Global Warming Potential) value of less than 700.
Be covered by a warranty (against defects) of at least 5 years from the day of installation.

Heat pump system specs and performance indicators
Code of conduct requirements
Eligibility conditions
